These don't notify the author by default. For example I have to come in and tick 'subscribe to discussion' on each thread... which if you don't know its there, doesn't help matters, because obviously it's not ticked at creation, and if I'd seen it to tick the box I would have already answered.
As a general rule for anyone still wondering though anyone is free to edit my mods as long as they credit back that they edited whatever base mod from me. Most of mine are simple text variable adjustments anyway so there'd be no point trying to lay claim over them.
