Claim Non-Residential Buildings

Having issues claiming non-residential safehouse
Claim the safehouse, go upstairs, says cant claim cuz structure occupied, go back downstairs and can reclaim from ground floor. Every time I mouse over claim i get this error in

Sorry,I have no idea what any of this means. Either the building is too big, the game is considering the floors different buildings, or you just have something else conflicting with it.

Fix for any future askers;
Set your safehouseremovaltime to something in the low hundreds. Some people seem to have them in the thousands, and that bugs them out. Please understand that removaltime is measured in in-game hours, not in minutes.
