Enforcing sovereignity over Ducal Prussia doesnt let me take all of west prussia

I think its annoying that you cannot get all of prussia through the war but I also understand that you might want to make it as historically accurate as possible but it either leaves you with disgusting borders or it feels like a pointless war. Because of the way the peace deal goes the land is added to ducal prussia last and you inherit them before that so you release them instead of getting free land I though the requirement for 6 provinces was a bonus so you could give land to your vassal and then get it for free.
