I've been experiencing a strange bug for over a year now. No matter which country I play as, my mercenary companies simply do not scale (free company always being 4 units, grand 6, etc).

Even in multiplayer games, where everyone else has the exact same modset as me, I'm the only one experiencing this.
Today I finally discovered that just turning off EE suddenly fixes this problem. Running EE by itself with no other mods also causes the bug.

For the sake of truly pinning down the issue, I've tried this scenario on multiple devices, all of which have the same bug as long as I'm running EE.
