Do you have mods enabled?
If you have a failed start and only after it, click Manage Settings in the host tab, click Maps, then add a "map". Not an actual map, but a spawnzone that counts as map (e.g: Tread's Military Vehicle spawns, AZ Spawn, Motorious spawn, etc.) This is done so to not brick the server with maps added or removed mid-save.
Then start the server again. It's a band-aid solution I found out working quite consistently.
Also, another thing to know if the start is gonna fail: If you've already spawned in and progressed quite enough, and starting the server some other time leads you to the pick-spawn screen, that's gonna be a failed start, just press back and then do the band-aid solution.
Also, haven't tested it yet, but a steam friend of mine told me the issue on his end was being caused by a conflict between Filibuster's and Brita's.
That's a convincing finding, but I don't crash with those mods, nevertheless, can you point out which part of the console log does it pop up? assuming it's not in the stack trace part because mine doesn't pop up there

But, weirdly enough, I have all of those, and yet it still is a hit or miss, with an occasional crash that requires me to do the bandaid solution I've found which is adding or removing a "map" in the Maps tab of the Server Settings. But DO NOT remove a map, spawn zones count as maps, add or remove those, and with no clear explanation, it will work after a failed start. I don't know if somebody else have replicated it, but it works for me every time and idk why
