I haven't checked the "Spread Communism" or "Spread Democracy" casus bellis so I can't say whether this is some bug specific to the fascist government form or not. But I can't understand how this casus belli is supposed to work.

I recall in old (like some years ago) versions of this mod, the "Spread ____" casus belli added a peace option to force the loser to take the winner's government form for like 40% or 50% warscore or something. That doesn't show up in peace deals now, nor does it automatically trigger a gov't change it seems. Am I missing something or is this a bug? Or was the casus belli meant to be removed but the creator forgot to actually remove the casus belli itself?
