I'm doing a custom nation, and I'm trying to wrangle the game so that I can run both Celestial Empire and the Mughal Diwan. Switching the government reform line from MUG to D00 was simple enough, but the game says that Diwan is incompatible with Celestial Empire, and I can't figure out what it is on the government_reforms_monarchies file that sets that they're incompatible so I can tweak it and make them compatible.

Can anyone advise?
