Native Tribal Development Growth
Hi, I noticed that regardless of government reforms, events, and federation advancements, Natives cannot gain Tribal Growth, which means they cannot Settle lands or grow. Is this intended or a bug?

It would be too easy for natives to grow too powerful before the colonizers get there if they are able to settle new provinces.

You can just conquer wandering tribes over and over until you have enough irrigation to get positive tribal growth. it takes about 100 provinces but it is possible.
