This mod uses de-facto borders, not de-jure borders. Right now there are no PRC soldiers in Taiwan, and Taiwan's people don't pay taxes to Beijing.

红脖子做的mod也就这水平啦，要是非想玩，可以试试 风云世纪两千年(Bimillennium Universalis)，根据这个mod改的mod。

The borders in the mod are based on what territory countries actually have control over. Taiwan, though part of China, is not under the control of the government in Beijing. As for Tibet, it is part of China at present day and at older start dates China was often not united. Various kingdoms have existed within China.
