I've encountered an issue where in my Sailor Count/Monthly Recruitment for some reason resets or bugs itself out to just 5 Sailors a month.

In my circumstance I have stirred the Roman Empire from the 300s to the 1750s where I keep encountering the issue regardless of saves and reloads. Despite having a Maximum of 1,527,056 I currently gain only 5 a month.

Has anyone else encountered this issue or is just a bug somewhere?
