Technology time ahead of Institution
I found Technology 12 can trigger when year 294, but with penalty 25% for Institution Castle System not embraced, which should appear from Year 300
(and if don't get new tech, innovation keep dropping)

Is this a feature to balance the game process (monarch points) ?
or a bug in the game

It is intentional. There isn't that much use for monarch points early on anyway, so I have made it so you have to pay a little extra to not be behind in tech at some points.
