How do you reform Native American Tribes?
Okay, I have been looking way too long and have given up. How in the world do I reform the native american tribes?! I have like 700 reform progress out of the 550 I need but I have 0 reforms available. I cannot choose settle down to stop being a migratory tribe because I cannot select any reforms which means I cannot finish my federation advancements because to get the federal constitution I need to not be a migratory tribe but I can't not be a migratory tribe because I can't choose settle down...

I'm frustrated and rambling but this is my third attempt to play as a native tribe and I cannot seem to progress past this point. Do I need a European to come to NA or do I need to unlock a certain idea and all its options? Is it an event? What do... help please.

I have not changed anything about it, so it should work as it does in vanilla. And I have not looked at how it works in vanilla.

I've had problems with reforms as a native tribe as well. From what I could figure out even though I started with 3/5 native reform tiers chosen they took up tiers 1, 13, 14, 15, 16 or something like that. Because I couldn't take the dozen or so reforms in between them and reform 1 due to all the restrictions ET puts on taking reforms I couldn't pick anything else unless I wanted to wait. Seems a bit weird I would need to wait till the 1600s to develop an "Oral Tradition" though.
