From my testing, I believe a mod conflict may be the issue why it doesn't work on VJ npcs for you.

You were right! I found the mod that was causing this to occur. It was some weird A-10 mod.

[WC] AC-130 Gunship. Error: The kill counter interferes with the damage values on certain NPCs, overriding them and causing them to cease function. The base of this addon (The WarChest Framework) has no effect however.
