Report a translation problem
The main problem is that humans can solve the charter growth restriction problem reasonably well while the AI can't. As a result, if you survive the early game it becomes a walk-over. And unless you increase the AI opponent/city state numbers, then large tracts of the map are vacant making it that much easier to survive into the mid-game. I'd say this mod is at least 2, and probably 3, levels easier than vanilla.
The "Really Advanced Setup" mod would allow you to start all the civs with an extra settler or two (or ... however many you like), giving the AI an early boost to their development.
