Too few charters
There are just too few charters around, I mean you do get the odd one about with quests and wonders but nothing you could call sustainable. Liked the G&K version where minor civs grant charters to players when under your influence and I just can't go back to G&K, the BNW version adds the good stuff.

Absolutely amazing job with everything else, you've completely revamped it from the last time i played, gonna have a few late nights with this mod thats for sure. Keep up the great work :)

Does the number of charters scale with map size? So far I've only played one game, but after 210 turns on a large map I had just 4 cities. That despite my best efforts to find charters since about turn 100. I only came up with 1 in all that time before giving up the game as not worth finishing on that map.

Charters are 'found' by building city upgrades...every city at lvl3 can build a government building which gives one additional charter...religion gives charters as well...(good and neutral each one, evil thrre I think)....easiest way in early game is to trade for them...Its really a good system to stop players (as well as AI) from just splurging cities all over the place, esp. at higher difficulties

Having played many more games I think that the charter limit is a significant issue.

The main problem is that humans can solve the charter growth restriction problem reasonably well while the AI can't. As a result, if you survive the early game it becomes a walk-over. And unless you increase the AI opponent/city state numbers, then large tracts of the map are vacant making it that much easier to survive into the mid-game. I'd say this mod is at least 2, and probably 3, levels easier than vanilla.

Yeah, I kinda felt like this was a pretty neat way of addressing it. However, I wouldn't mind one or two more cities early on.

You could address this with another mod... (I know, I'm late to the discussion, but I only just discovered the Faerun mod...).
The "Really Advanced Setup" mod would allow you to start all the civs with an extra settler or two (or ... however many you like), giving the AI an early boost to their development.
