I was enjoying the mod and It is great but I think that the game isn't allowing matica to upgrade into broadcast center due to it not beeing art museum or archeological museum. Maybe you can edit the restriction of the broadcasting center to be able to upgrade from matica or make matica count as a archeological museum since the game doesn't allow the purchasing or production of it since there are no art or archeological museums in that city.
