So how do I in fact install this Skin?
What is the process in Dowloading any of these skins? Or any skin in general, Im having a hard time figureing out how to apply.

You can't. The workshop is for voting on skins for inclusion in CS: GO, which can then be acquired in the game by item drops or opening cases.

There is a way to install un official skins but no one else will see it but yourself.
