Uneti Sapling
So I took the decision to plant that (prob WIP I would guess) And it has just applied a bunch of Sapling plantable modifiers to my planets. can pay the 50 In cost, but just applies the same mod and I can retake the decision.

i've had this happen as well, I also figured it was a WIP, so I reloaded and will try again in the future

Just thought I'd add that the choice to use the sapling as a symbol works fine as is: it gives your empire a +10% pop growth rate on all planets, so if you do the quest at the moment that's an option that works as intended.
