Can we turn off asteroid bases/cloud cities?

Brilliant mod, thanks for the hard work.

Is there a way we can we turn off asteroid bases/cloud cities? Some factions in my game are just getting out of control by building endless asteroid bases causes their pop and production to skyrocket and making them very difficult to compete with.
