Since envoys are now used to gather intel on foreign empires, I have found that my federation members don't commit envoys to the federation to increase cohesion. My cohesion takes forever to increase and often goes negative as soon as the level increases. I am wondering if anyone else is encountering this problem.
My empire is crumbling from within long before I get to use the best empire federation rights.
To clarify, my federation crumbles from within. My empire itself is fine.
