they are placeable anywhere, but as with ALL megastructures, you must remove mining or research stations on target, as the tooltip clearly states if you right click on target with a construction ship selected

I havent progressed to star forges yet, but I am unable to place a cloud city on the gas giants in my territory. Is there a specific type of gas giant? Constructor has the option, but gas giants dont "illuminate", giving me the build option when i select them.

Hey, yes, it must be a gas giant with a Tibanna Gas deposit and no station upon it (may it be mining, research, etc). Note that if you have the "Mining Guilds: Contacted" policy, when you dismantle an already existing mining station or if you didn't build one on the gas giant planet yet, it will automatically build one and cancel any progress made on your Cloud City's construction.
