Report a translation problem
I've had the same trouble as you in my first game, and I had to restart the game to pick another choice. Even tweaking the files and using console to provoke the habitability event didn't work when the choice was already done.
So, to answer you : the green ones mean that more planets will be more habitable, and it gradually goes to red which means that no planet at all (except for the ones your empire already have in the game's beginning) will be habitable.
