what does "aspiration for a world revolution" do?

I'm new to the mod, and i dont really see what the percentage affects

It gives buffs depending on the % of aspiration for a world revolution. Like recruitable population, AI incentive to join wars and factions. If it is high enough. A faction called the 4th international will form and call in all revolutionary marxists.
