I actually managed to do it somehow!!
i have to try multiple time to see what triggered it.. but i remember that there is an event of protests against the habsburg and you can decide to fight with the Anarchists.
However how i got the event? I dunno tbh
You pretty much just need to ignore the nobles in all of the events, which leads to a civil war, in which you can play as the anarcho-monarchists.
Hungary: Take the farthest left focuses to reach and take "Invite the Hapsburg Prince"
Austria: Take the "Discuss the Establishment of Monarchy" and the following "Restoring the Hapsburgs Monarchy"
While working to this you will get a decision pop up where the nobles ask you to restrict the Hapsburg focus tree to the fascist section. I don't think this decision matters for the anarchist path so choose whichever you feel like. I choose to restrict it to keep some Political Power.
At this point your chosen country will switch to the Hapsburg Monarchy focus tree.
Note: Austria can achieve the Hapsburg Monarchy tree 35 days earlier and Hungary being already massively monarchist will be easily confederated if desired.
After Taking the "Confirm Right to the Throne" focus (the second in the main line), the Fate of the Legislature decision will pop up. I selected the "We must take into account the will of the people" or the top choice. I don't think this decision matters either for the anarchist path.
During the middle section of the "Structure of an Empire" focus, the "Member of Parliament" decision will pop up. This is vital to the anarchist path. When you select "Bourgeoisie" you will have a following pop up choice between civil war with the nobility as the anarchist side or slowly relinquishing control to the Hohenbergs (anarchist tree). If you pick war, you will become the Nobillary Confederacy (same tree).
That's it.
TL;DR: The Hapsburg Monarchy "Structure of an Empire" focus starts the point where you have to make a choice, and if you don't pick the instability option of Bourgeoisie, then you can't be anarchist (as far as I know).
