ED_Alloc: no free edicts
For only chapter 4 you're going have to turn off this add-on and any other ones that contains VScript. The official one from Av3ris also has this issue too.

It sucks having to turn it off because the bots are awful at picking up med-kits in the safe-room and I only had one bot pick one up. Bots for some reason ignore picking up med kits throughout the chapter.

It'd be fair to assume that the script itself draws into the very little resources that's available already when local hosting so anything helps.

It's just that I have tried loading into chapter 4 with Left 4 Bots and it's always just doesn't work until I turned it off. When locally hosting it to play it with friends. I'm sure it'll crash still if the person hosting it has Left 4 Bots enabled. I'm not sure it is all scripts; I just know Left 4 Bots makes the game crash on chapter 4.
