How do I get Tunku for British Malaya?

During the war with the communists. Choose 'Execute Briggs Plan', you'll then be able to have Tunku as the leader.

Neither 'Exclusive Malay Rights' or 'Total Malay Dominance' would change the leader. However narrative-wise, choose the former if you want a more democratic Malaysia or the latter if you want a more authoritarian Malaysia.
