Best way to fix your addons folder being filled with a load of addons you don't want
I tried this and it worked great (for me)

1. Put all of your installed addons in a collection and save the collection
2. Uninstall all of your addons
3. Go to steamapps\workshop\content\4000
4. Delete every single file in there
5. Go to your previously saved collection of addons and subscribe to them all
