Yeah some tech is still TBD and this isn't about that. This is about tech like [City-States] upgrade that says it lets you build small cities, but if you were already urban you could already urbanize tribal land. [Raiding Expeditions] says it provides a CB, but its not a vanilla CB and it doesn't have a popup tool tip. [Writing] says it unlocks writing but give no indication what that is or does. All this is just in the Early Bronze Age. I think these and others would be a good quick fix.
