Yes.

Here are Paradox guidelines about stats :

low_skill_rating = 5
mediocre_skill_rating = 8
medium_skill_rating = 10
decent_skill_rating = 12
high_skill_rating = 15
very_high_skill_rating = 18
extremely_high_skill_rating = 20

We follow them much more strictly than Paradox themselves because our characters are immortals, so there is no "reset" happening to make you care about finding replacement with goot stats for the various positions and such.

if its to balance immortals why does it effect everyone?

Because everyone can be immortal. Vampires, demons and mummies are baseline immortal. Mortals can become immortal by being embraced by a vampire or mummified. Hunters and werewolves, which aren't immortal (but long lived) have some other mechanics to help them (Hunters have strong buildings with stat bonus, werewolves have the umbra for stat bonues as well)

Demons indeed, and they are immortal as well.

Yup, but why would the mighty vampire lord employ such lowly individuals in the first place? It made me just quit the game as it seems broken.

I agree. It's so stupid that the best humans I can find are under 10 in every stat. I am legit keeping my council empty because I refuse to let such bad characters be on it.
