Universities in CK3 are intended for mortal rulers, opening them to immortals would just mean that the entire map would end up education 5 given time. They are also wag more of a "American Pie : Medieval Edition" than anything actually resembling medieval universites. For starters, rulers just didn't go randomly to universities. CK3's take on it is basically frat parties, drinking and eating, things vampires can't do. So same issue as above, but probably not salvageable at all even if we were to change all the events because of the balance issue.
In canon, there is a Baali, Nergal/Shaitan from the middle east (Second City) who sometime before 1116 CE to Olmecs and becomes worshiped as Huitzilopochtli, and has a hand in the construction of Tenochtitlan.Just our placement of canon vampires in 1230 have many of them having traveled quite from their site of embrace.

The default, preferred "hunt" method for vitae now is the "hunt in capital" journey, which keeps you close to your haven/capital/primary title.

Schemes happen where the target are. If we disabled all schemes to only happening in the vampire's location, I think there would be big complaints.
If you want to do tournaments, the Fae have access to Tournaments.
