Liege told me to stop making ghouls
My liege modified my contract to allow only the creation of kindred.

I am still able to making ghouls without repercussions

Maybe it is treated as a crime? So if your secret that you are making ghouls is exposed, you can be treated as a criminal?
I'm not sure if this is the case, merely thinking out loud.
