How to change herd/ghoul's trait via forgetful mind ability?

can't find out how this works

I am pretty sure that Forgetful mind does not change traits. You need to use Rewrite personality interaction. To use it on ghouls and herd you need Deep memories perk. For anyone else you need Rewrite personality elder perk.

The perk description for Forgetful Mind says you can change a SINGLE trait for herd/ghoul while Deep Memories allow you to change all traits, seems the perks aren't functioning properly.
