Report a translation problem
I requested it a long time ago on the Paradox forum. I think it would be really cool if cities started out nice but then get more and more damaged. And eventually turn into rubble. Rubble would give a large defensive bonus and make movement very hard.
The PP cost is okay, but the civ costs are to heavy compared to the overall outcome of a state upgrade. But I could live with that if I used all my building slots and this is the only way to get more.
BUT the biggest downside: you need to be at peace. After 39 you are 100% always at war. And this when you reach the point where all slots are full. like 44/45.

As soon as you go to war you go to war eco (like 95% of times). Would result in the same as being at peace. And switching laws to upgrade is way to expensive.
well it should be extra expensive to industrialize during warfare, but i think aswell it should be possible.
My idea would be to give an extra decision you can take during warfare that allows urbanization, but also gives debuffs on attacking non-core territory.
this way you`d have to decide if you want to keep advancing into enemy territory or buckle up and expand your industry.
or maybe a reduction on millitary production? would be realistic as you would have to divide resources and manpower away, and it would also becomme an actuall decission when to urbanize.
Thought PP always starts to pile up lategame, if you could use that without loosing civ`s it wouldn`t be too expensive i`d say
