Most of the case is useable all year round, theres 3-5 bonus items per halloween case that have halloween restrictions (e.g. crocodile sniper, raptor scout)
All year around? hell no.
Its better for the game when both new players and old ones coming back get in and recognize the classes as they are in the tf2 universe, reason why none of the bird heads are all-year round.
And this is coming from someone who freaking love halloween sets. I main demo and spy and sadly theres no cosmetic i love for either that i would invest in unusuals and whatnot - meanwhile i freaking love my full crown spy and the mann of aberdeen for demoman... and still i wouldnt back allowing then all year around.
