I think its the main game bug and you should email the game developer/Bob, it happens to me too when you sneak and kill/knock out someone and that someone or his/her allies doesn't find anyone to blame. (thats why I only sneak/kill when there are refugees inside the Looter camps or someone else form other community) the mod doesn't modify the scripts.
