scout could probably have some ninja like catch phrases to add to the beatdown of his enemies i.e. "Oh I'm sorry. Did I scare you numbnuts?" or "Did you even notice me bashing your face in?" or better yet "I'm everywhere pal. running only makes it more fun for me."

this is cool and everything but I dont think valve would bother with something as small as that cuz hiring voice actors takes time, especially older ones

Uhm, Scout's voice actor is still voice acting like he did 9 years ago. Look at the Halloween lines. So yeah, it might happen.
