Make it so that the shuriken auto-crits from behind, deals bleed damage, and the Spy can have a small stack of them. The tradeoffs are that the shuriken can't backstab and can't be recharged. Instead, picking up an ammo pack is required to replenish the shuriken, although they're all replenished on ammo pack pickup, regardless of ammo pack size. This means ammo packs only, since dispensers, carts, and possibly even Supply Lockers won't replenish shuriken.
Witht these stats, the Spy can deal heavy harrassment at range, can pick off weakened targets from behind, and the bleed damage can cause paranoia to soar through the roof, all while the Spy retreats to the safety of the shadows. The ammo pack requirement will guarantee that the Spy has to micro-manage his stacks of shuriken to make sure he won't run out at a critical moment. Plus, he'll have to sometimes sneak into the line of fire and grab ammo from corpses if he wants to keep his ranged presence going, since he won't be able to simply sneak back to spawn or a random dispenser for more shuri-spam. Besides, a good Spy already needs to know where all the ammo packs are, due to relying on cloak. This just makes map knowledge more prevalent.
