Boss fight Ragnarok interaction

I noticed that if you place the ragnaroks right below Samantha it skips the damage phase but then I noticed the boss fight we dragging on and on and on. Not sure if this is an intentional way to damage Samantha or if the Ragnaroks are bugged can someone tell me if this is intended?

We got bugged and I did the same thing. This might be the issue! Will avoid it in the future
