Bulgaria has a decision where he gets skirmishes with IMRO and after getting rid of it the province effects still stay and dont get removed

it's not a mod issue it's a vanilla game issue

if you have exact number of needed divisions so let's say 3/3 4/4 and 5/5 in the last province game will decide that you don't have enough, so you lose the event(which uses the permanent debuff), you have to have +1 div in each tile to actually pass the check and the event
