What are the current incidents?

Police will probably have the most. All of the traffic violations should spawn next to police who are patrolling, with them immediately stopping the person, to simulate a traffic stop. They could also do this with "Weird Acting Person," "Public Intoxication," and various medical calls.

EMS and fire departments can also get medical calls as people walking up to them or waving for them to come over.
