Defibrillators as medkits messing up the game

Why do bots keep wanting to use defibrillators as if they were medkits? They keep hitting the defibrillators on the player or other bots all the time, preventing the player or even other bots from shooting, not to mention that they stop shooting at the infected to do this bizarre thing.
