Hi, I have been playing the Roman Empire campaign for about 60 hours. I have found that it is impossible to recruit any Skutatoi or other Imperial units after I researched the technology to get 'late' units. I can only recruit skutatoi in Constantinople and Thessaloniki, even tho I don't have any military buildings in those cities. Yet, in Antioch and many other cities, I have level 4 Garrison Urbs, with muster field/barracks, and cannot recruit any units except for Caravan. I believe this happened after I researched the 'late' unit technology. Before that I was able to recruit at least Skutatoi spearman, and after building barracks, skutatoi swords as well. I would like to know if this is your intention? If so, I understand it, because the later Roman empire struggled to raise good quality troops outside of the main cities (Constantinople, Thessaloniki) and relied on mercenaries etc, hence why they got ravaged. However, I also like the idea of being able to correct this historical error by the corrupt rulers of Byzantium and invest in good armies if I have the ability to do so, like I could before I researched the 'late' unit technology.
