Complete the Transformation of Isengard always fails?
So, despite supposedly having a 53% chance to succeed at confronting the horror beneath Isengard, the horror always wins, leaving Saruman with one eye, one arm, and one leg, and (more importantly) annihilating the industry of Isengard. Is this working as intended, or is it a bug?

Chance of success is rolled before the event fires for all CK 3 events. The only way to savescum a chance is to raise or lower the stats in question.
