Volcanic plains are too easy to develop.
-10% development speed for volcanic plains regions isn't enough of a penalty - it's the same penalty as building on hills...

In my current playthrough as Gondor it's weird seeing Mordor volcanic plain regions become more prosperous than those to the west because of their proximity to Minas Tirith.
