Just tried the mod as Gondor for the first time in quite a while. It seems like there is a bug in the war goal when you declare war at Mordor to reclaim De Jure lands. Even if you keep all the De Jure lands AND extra counties including the capital it will still say "enemy controls war target". This happened twice in two different games.
