How to ally other races as dwarfs?

I was just siting in Moria and saw Gonder getting mordor'ed so I wanted to help. But I just can't seem to find a way to ally with anyone except for 1 alliance with diplo tree.
Anyone got tips?

I was able to ally with Galadriel after befriending her and was also able to offer to be Elrond's protector, so you can make alliances, but you have to start with someone you're friends with, perhaps.

You could use a dwarven expedition to set up a hold closer to the action, or use the diplo focus to get a defensive alliance
