Dwarf Settlements can't upgrade past level 4
Hi guys,
I might be missing something here but I cannot get the majority of Dwarf settlements past level 4 to get the "Stabilizations" settlement level. It is only possible for settlements with access to resources like gold it looks like.
That might be intended but it seems flawed as it means important settlements like Belegost and Nogrod which have high level buildings can never actually build them as they are stuck as level 4 settlements as they do not have access to the mining buildings.
I have tried editing the file "lotr_dwarven_settlement_holdings" to remove the requirement for the upgrade but it hasn't made any difference.
Any ideas?

To add resources to dwarven delvings you need to use activity "Mining Expedition" to prospect. However, only delvings with duchy buildings slots can be build further than level 5.

That worked, thanks for the tip. Belegost is almost fully restored!
