I'm trying to start my own faction of rouge Nazgul to combat all of middle earth but I'm locked behind the fact i cant actually become the cultural head of the Ulairi race and become anything more then glorified orc king as a Nazgul and i cant make a divergent because my pop is set to Ungur-hai, if anyone has any ideas I'm open to suggestions
