Balin abandoning settlements

I want to abandon a couple of settlements, but the option is not there. They are settlements that i took from the orcs, is this intended? Seems weird that I'm not allowed to.

same here. This scenario seems made to lose.

You can't abandon Delvings. Delvings are settlements which are fully collonized. If its marked as a settlement, you can abandon it. If you want to get rid of areas with Orcs and make them fully abandoned, you need to pick the Casus Belli which will reduce the development in a region.
