As a surface dwelling hobbit, I can't seem to get any casus belli on the undergrounders except making them a tributary/client state (occasionally only ave the casus belli that reduces development). I was wondering if it's possible to pull it off? I'd like to try and boot some of those goblins out of the mountains but I can't even holy war them with a reformed faith.
