Cant colonize adjacent areas

Playing as the dwarves and im being unable to colonize central high pass, the prompt say im not adjacent, but i can colonize the area right after it (on the other side of the pass). Is this supposed to be this way? Or do i need to colonize a specific area to access this one? Thanks

The High pass isn't directly connected to the two adjacent subterrain provinces.
There is an underway passage between these, not a passage through Central high pass, hence the not adjacent.
You want to colonize mirrormere(?) province to connect to the pass and then you can coloniza
